Bill has over 30 years of program and business development expertise. As a Capture Manager, he has formed and led teams in winning large, multi-year contracts with DoD, DOE, NASA, DOS, and DOJ. He has also recently spent the last three years travelling to and from the Middle East and Africa in developing international and US government business for a broad spectrum of clients. Bill uses his experience base and broad network of company contacts to help companies in identifying and winning new business.
Bill has an undergraduate degree in Marketing from Miami University and graduate degrees in Business and Education from George Mason and George Washington universities.
He completed the Executive PM Course at the Defense Systems Management College, Ft. Belvoir and conducted post-graduate work in Quantitative Analysis at East Carolina University. Bill retired from the Marine Reserves, having spent more than 27 years of active and reserve time in the fields of infantry, aviation and special operations.
Rory Fisher has held senior management positions in the US Navy as well as in industry. In industry, he was the President of a large Global Contingency and Construction Services division for a major government contractor. As Capture Manager, he was awarded more than $1B in new program awards.
In the Navy, Rory served as the Aviation Training Systems Program Manager (PMA-205) responsible for the acquisition and life cycle support of all training systems (flight simulators, aircrew devices, part task trainers, desktop trainers, maintenance training suites, and courseware development) supporting Navy and Marine Corps Aviation.
Prior to this, Rory served as a Patrol Plane Commander, Mission Commander, and Instructor Pilot in all variants of the P-3 and was the Commanding Officer of Patrol Squadron Forty Eight based at Moffett Field.
He has a B.S. in Aerospace Engineering from the U. S. Naval Academy, an M.S. in ASW Systems Technology from the Naval Postgraduate School, graduating with highest distinction from the Naval War College, and completion of the Program Manager and Executive PM Courses at the Defense Systems Management College, Ft Belvoir. He is DAWIA Level III certified in Program Management, RDT&E, and Systems Engineering.
